Investment projects for the reconstruction and modernization of Ukraine's infrastructure

Our strategic partner is the international holding company BFFB (BOFA Fortune Best Holding Group). Together, we offer a large-scale investment program aimed at restoring critical energy infrastructure. The project team has developed four highly efficient technological solutions to provide Ukrainian cities with a stable supply of heat and electricity.

Problem and Relevance

As a result of many years of destruction, Ukraine's urban infrastructure, especially electricity and heat supply facilities, has suffered severe damage. The reconstruction and modernization of the energy system are critically urgent tasks.

Target Audience of the Projects

The developed solutions are aimed at Ukrainian cities that are in dire need of a stable heating season (lasting more than 4 months per year).

Project Plans

Construction of Coal-Fired Combined Heat and Power (CHP) Plants

Location:

Medium and small cities, located outside city limits.

Technical Scale:

Equipping with 2×150 MW cogeneration units with circulating fluidized bed (CFB) boilers. High-efficiency utilization of low-grade coal.

Project Metrics:

Facility area — 140,000 m², annual energy production — 1.65 billion kWh, providing heating for approximately 4,500,000 m² of residential housing.

Implementation Timeline:

20–28 months (up to 20 months if geodesic and design works are completed in advance).

Construction of Gas-Fired Cogeneration Plants

Location:

Strategic points near cities with easy access to urban heat and power grids. The construction of 2 plants of this scale is planned.

Technical Scale:

2×150 MW power blocks based on gas boilers equipped with low-NOx burners to minimize emissions.

Project Metrics:

The most cost-effective solution with a short payback period. Area of one plant — 80,000 m², generation — 1.65 billion kWh, heating — 4,500,000 m² of housing.

Implementation Timeline:

Up to 22 months.

Combined Cycle Gas Turbine CHP Plants

Location:

Areas surrounding cities with natural gas supply availability.

Technical Scale:

Installation of 2 sets of E-class gas turbine generators, 2 natural circulation heat recovery steam generators, and 1 condensing air-cooled turbogenerator.

Project Metrics:

Highest environmental friendliness and technological efficiency compared to classic plants. Area — 80,000 m², annual generation — 1.5 billion kWh, heating — 3,000,000 m² of housing.

Key Feature:

The project has a long lead time for turbine delivery (manufacturer orders are fully booked until 2028–2030), with a total construction period of about 48 months.

Construction of a Waste-to-Energy Cogeneration Plant

Location:

In-city, directly near existing waste processing or wastewater treatment facilities.

Project Relevance:

Solves the critical problem of overloading the capital’s landfills by transforming waste into clean energy.

Technical Scale:

Plant capacity — 20 MW, processing capacity — 1,200 tons of municipal waste per day. Utilizes an advanced mechanical grate and a modern 5-stage flue gas cleaning system according to the strictest EU environmental standards (EU2010).

Technical Scale:

Facility area — 60,000 m². Ensures the decomposition of hazardous substances by 99%.

Environmental Friendliness

All proposed projects comply with strict international environmental requirements.
  • Construction of Coal- and Gas-Fired Combined Heat and Power Plants
    Construction programs for coal and gas CHP plants include mandatory dust removal, desulfurization, and denitrification (SCR/SNCR technologies).
  • Waste Recycling Complex
    The waste management complex is fully aligned with EU2010 standards, reducing urban waste volume by 80–90% and transforming it into a useful energy resource.
